They are updated by the AD DC at set intervals. I can't think of much left to look at and test. This computer just won't join the domain no matter what. I suspect it's a problem with the computer. Found the problem. I went on-site to work on the computer. I traced back the network cable from the wall jack to the switch.

It was plugged directly into the router the router has a 5-port switch. I had set it up that way because I ran out of ports on the switch at the time and the his-then computer was already joined to the domain via an old switch I've since replaced. That was giving the user Internet access, but not full network access - hence, I couldn't join the computer to the domain. I found a port on the switch.

Changed from router to switch. I could then join the computer to the domain. Decided to redo Windows from scratch and he's good to go now. Thanks, everyone. Check your time and zone are correct on both ends. Should be within 5 minutes for domain join to work reliably, imho.

Only other times I've had issues joining a domain were during the setup part where you enter the domain name. There's two spots for that. Rarely have I had to mix the two.

Note: I just set up a test VM. Added that VM to the domain in 2 seconds. I believe there is something wrong with this computer in question. The next stop is to reset Winsock, but only when I have someone on-site to restart the machine for me since I'm remote. If that doesn't work, I'm going to reload Windows from scratch. I've had something similar happen a few years ago.

It turned out that the ISP provided router was still dishing out IPv6 addresses via it dhcp server even though we'd disabled dhcp on it. Firewall on client and server - disabled or enabled - doesn't matter. The problem still exists. Seems to be some weird problem with this particular computer in general and its DNS client in particular. I would also try to reset networking and if it does not help which I think is the case , just redeploy the OS.
